The outskirts of town were nothing like Old Town. I take it this guy ain't traveling this way out of nostalgia. There were a lot of signs of hard times. The Baltics have only had their independence for about a decade, and Lithuania hasn't done quite as well as Latvia or Estonia as far as revamping their economy. Some are actually doing worse then they were during Soviet times.
